The item was donated to Orbost & District Historical society from P.R.O.V. as a Place of Deposit (POD) item for safe keeping by a local history group or museum. The shire covered an area of 9,347 square kilometres and existed from 1892 until 1994 when it became part of the East Gippsland Shire Council. Orbost was at first included in the Bairnsdale Shire from 1882 and was later part of the Tambo Shire. Because of travelling distances the Croajingalong Shire was created in 1892 (name changed to Orbost Shire 17.2.1893 with James Cameron as the first Shire President. In 1994 it amalgamated to become part of East Gippsland Shire Council. The Country Roads Board was the government authority for the construction and maintenance of main roads in Victoria between 1913 and 1983. It was succeeded by the Road Construction authority on 1 July 1983 and later merged with the Road Traffic Authority on July 1 1989 to form the Roads Corporation. James Cameron, an Orbost farming pioneer and Member of the Legislative Assembly, fathered the Country Roads Board. This ledger is a hand-written record of accounts for the Orbost Shire local council. It pre-dates computer records. The Orbost Shire Council no longer exists having been absorbed into the East Gippsland Shire Council.A heavy brown coloured ledger with covered wooden covers. it has steel metal binding. Inside are strips of paper marking pages. It contains blue ink hand-written records of monies in/out (?) to Shire of Orbost Council. A film about the Shrine of Remembrance which was made in April 1981 (from the label). Documents the history of the Shrine by interspersing images of war with returned servicemen's marches. The film shows archival images of Australia in 1914 and accounts from WWI, which gave rise to the campaign to build the Shrine in the 1920s. Gen.Sir John Monash, after consulting with Legacy, lent his support and it was opened in 1934 by the Duke of Gloucester, becoming the focus of commemoration in Victoria. The forecourt with the Eternal Flame was added in 1954 to commemorate the fallen of WWII and was dedicated by Queen Elizabeth II. Begins with the flag raising ceremony at Somers Camp and then moves to Westernport Airfield where the boys are seen going for flights in Cessnas whilst others learn archery and play volleyball. Moves on to beach activities and dinghy sailing supervised by Legatees. Back at Somers there is a comic performance of Goldilocks in front of a large audience of younger Junior Legatees and the supervising Legatees, which ends with a bearded Goldilocks being taken away in a police car. A service in the bush chapel is then shown before we see the older boys throwing one of their number off a jetty. A volleyball game completes the film. There are calculations ...This bundel of twenty pages of meteorological observations covers the period between March 1947 and April 1948 but there are some gaps. The bundle includes handwritten records on pre-printed forms from the Commonwealth Government and brief records on plain paper. There are calculations for monthly totals of information such as rainfall, and there are some comparisons between the years. One of the forms has handwriting in three directions, which is quite unusual. Readings were recorded daily for barometer, temperature and wind. There was also a section for comments on Exceptional Phenomena such as storms and fog. . It was one of the many duties of the Lighthouse Keeper or his Assistant to keep these records and make the mathematical calculations required by the Government. Information gathered from Lighthouse Keepers' letters tells of the large amount of time taken for this detailed work and the lack of payment made for such a responsibility. The quite detailed record for May, June and July 1947 were signed by C Carrington, Harbour Master for Warrnambool. Captain Carrington was responsible to the Harborus Board. He was responsibilite for the fortnightly training of the Warrnambool Lifeboat Crew on the practice of lifesaving and using the Rocket Rescue equipment. These Meteorological Observations are an important accurate record of the local weather since the late 1899s. They are part of Flagstaff Hill's Meteorological Observations collection of over seventy record books dating from the late 19th century. The collected information gives a picture of the weather patterns for the months and seasons, which then allows for warnings of events out of the normal or extreme, such as forecasting floods or droughts.Meteorological Observations for Warrnambool March 1947 to May 1948. A bundle of unbound sheets of paper joined at the top left corner with a metal fastener. The pages are ordered from most recent on top to the oldest on bottom. The older records are on pre-printed forms and include many handwritten details. The more recent records are handwritten on plain paper. There is a line for each day of the month and lines for calculations at the bottom of the page. The handwritten Information includes readings for Barometer, Temperature, Wind and Rain. Viscount Dunrossil was Governor General 1960-61. Demonstration for him and his wife by Legacy children at a primary school showing library, craft classes, exercise classes and woodworking. Both he and Lady Dunrossil interacted with the children, who appear overawed by their visitors and the fact that they were being filmed. There are also Legatees present. The girls wear a light coloured uniform with a Legacy logo embroidered onto the left hand side of the chest. The boys wear a shirt, tie and pullover. The lady who appears to be the headmistress is wearing a hat and gloves, whilst Lady Dunrossil wears hat, gloves and fur stole. 7 mins 17 secs. 16mm B&W no sound. His brief year in office as Governor General ended when he passed away suddenly 3 Feb 1961. According to an article in Trove, he toured Gippsland in August 1960 and attended a school and a festival, the proceeds of the festival was donated to Legacy and other charities. A Widow's Club meeting is shown and a party of the Northern Suburbs Progressive Twenties who raised money for Legacy. They were smoking, drinking, and eating what looks like cheerios and slices of bread in a large room hung with streamers and balloons and dancing to pop music. Junior Legatee Karen Miller was interviewed about her experience travelling to Switzerland to represent Australia at the Swiss Bank Centenary, Switzerland, with a boy from NSW, going on to stay with a Legacy family in London for a week. The functions of Legatees are explained as a Legatee is shown with one of his families. Also interviewed is a practising solicitor who attributes his qualification to the help he got from Legacy. Girls are shown rehearsing for their debutante presentation and the film segues to the actual presentation with the Governor Sir Roden Cutler, Governor of NSW, and his wife. Legatees are shown cutting, trucking and delivering firewood to widows. Prior to its founding, the district was managed by the Eltham District Road Board, which was established in 1856. The initial rate assessment commenced in 1857 for the year ending October 14, 1858. The honour of being recorded with the first assessment went to a farm of 110 cultivated acres at Lower Plenty, owned by John Porter and occupied by Albert Baines. It was assessed at 6d/acre providing for a rate income of £2 15s. In July 2017, officers at Nillumbik Shire Council discovered some early Eltham Road District Assessment books and donated them to the Eltham District Historical Society. The seven volumes were the district’s first six years of rate assessments. This was a unique and significant record of early settlers in the pre-Shire of Eltham. They immediately became one of the oldest and most valuable items in our collection. An article on page 5 in the Eltham and Whittlesea Shires Advertiser, Friday, 21 November, 1941 titled: ‘District’s Early History‘ states: “The first rate book which is still in existence at the Shire Office is for the year ending October 14, 1858 and is probably the best record possible to indicate the development of the district. At the time properties were rated as follows: Cultivated land. 6d. per acre; pasture land, 1d. per acre: estimated annual value of buildings, etc., 6d in the (pound). The total amount of rate recorded for the year was £153/14/8. Properties were described as being situated at Lower Plenty, Yarra Yarra, Eltham, Lower Eltham, Kangaroo Ground, Yarra Flats, Diamond Creek and the Yarra.” Given the precious nature of this collection, priority was given to digitise the rate books and place them in suitable archival storage to minimise further handling. Subsequent discussion amongst our Collections team arrived at the conclusion that the most appropriate home for this valuable record was the Public Record Office Victoria (PROV), the archive of the State Government of Victoria and who are charged with archiving and caring for all Government related records. An approach was made to PROV who confirmed these records would complete their collection of rate assessment books for Eltham. At a small ceremony held Friday, April 20 at the Local History Centre, Eltham, members of the Society and our Collections team, along with Ms. Vicki Ward, MP for Eltham, presented the seven volumes for 1858-1863 along with the complete set of digital files to Mr. David Taylor, Community Archives Manager and Mr. Charlie Farrugia, Senior Collection Advisor, Public Record Office Victoria.Born Digitalassessment ledger, donation, eltham courthouse, eltham road district, local history centre, public records office victoria (prov), rate books, eltham district road board -

... of the Victorian Government and Public Record Office Victoria for making... gratefully acknowledges the support of the Victorian Government ...10 minute sound and colour, which has faded to red. Begins with an unseen business man asking his secretary to ring his wife to tell her he will be late and is going to visit one of his other families. We see him driving his car, which is full of smoke from his pipe, whilst the narrator explains what Legacy does. The Legatee sheds his coat and trilby hat to play cricket with the fatherless son before having tea and cake with the widow whilst her story and that of her two children is told - details of the Legacy assistance are given. The film then moves to Legacy House where exercise classes are taking place and the smoking pipe makes a reappearance. Information about Legacy's work for the health and wellbeing of Junior Legatees is given, as well as details of the Mother's Club. The film shows the many Legacy committees at work before moving on to holidays organised for Junior Legatees at a beach side cottage - there is no indication of which city is featured at this stage but the beach could be Bondi. Widows are shown meeting at Legacy House, and then we see more elderly widows at Lady Gowrie House. Kyle Williams House for convalescent children is featured and is located near Sydney, which would indicate that the film is about Sydney Legacy. Archbold House, a hostel for girls, and Glen Mervyn House for boys are also featured, as is Cull House for boys undertaking apprenticeships. The film notes that there were 88,000 widows and children in Legacy's care, and the pipe smoking Legatee is seen driving the fatherless boy to tennis practice before the film concludes by saying that Legacy is contributing to the future of the nation. This film has been digitised to preserve its content. This photograph depicts the visit of Sir Rohan Delacombe and Lady Delacombe (on right) to Beechworth in 1965. Also present are Shire Secretary Graham Gray and Mrs Gray (left), and Shire President J McCauley and Mrs McCauley, centre. His Excellency Sir Rohan Delacombe (1906–1991) was appointed Governor of Victoria on 8 May 1963 and served until 1974, when he was replaced by the first Australian-born governor, Sir Henry Winneke. Born on 25 October 1906 at St Julians, Malta, Sir Rohan was the second child and only son of Addis Delacombe, a British army pay officer, and his wife Emma Louise Mary, née Leland. The Delacombe family seat was Shrewton Manor, near Salisbury, Wiltshire, and several generations of Delacombes had served in the armed forces. Sir Rohan took up his role in Australia following long and distinguished military and diplomatic career. He is reported to have taken great interest in local events and politics, and at the time this image was taken, he and Lady Delacombe made several appearances as guests of local government representatives at centres around Victoria. This photograph is historically significant for its record of the visit of Sir Rohan and Lady Delacombe at Beechworth in 1965. The Department of Crown Lands and Survey was originally established in 1857 as part of the Board of Land and Works. In 1964 it ceased to be controlled by the Board. The Department functioned for almost twenty more years before being combined with other Ministries to form the Department of Conservation, Forests and Land. It was responsible for the management of the State's Crown land and pastoral estates. This map was used by Don Mehlert after 1928. The VERMIN AND NOXIOUS WEEDS ACT 1928 was an Act to consolidate the Law relating relating to Vermin and Noxious Weeds. E. J. E. G. Pemberton who published this poster was Superintendent of Field Staff, Dept. of Lands and Survey. This map and posters are significant records of early settlement history in Murrangower, between Cabbage Tree and Orbost,A paper map of Murrangower showing settlement subdivisions. Opened by the Hon. J A Rafferty, Minister for Transport, 25 November 1976, the bridge was the first of four bridges to be built as part of the freeway bypass of Orbost. Construction cost $2.4 million. This construction was an important development along the Princes Highway corridor through East Gippsland. The original highway approached the Snowy River at a very poor alignment, and several serious accidents had occurred at the Orbost end. In times of heavy flood, the highway on both sides of the river had been cut by floodwaters and during the 1971 floods, the highest ever recorded, the river was a mile wide at the crossing. Construction of the bridges commenced in January 1975, with an expectation to open the bridge across the Snowy River as soon as possible. Less than two years later, on 25 November 1976, the bridge across the Snowy River was opened to traffic, allowing the old bridge to be demolished. The remainder of the Orbost Bypass, both the floodplain crossings and the eastern section around the township itself, was declared ‘Princes Freeway’ and opened to traffic in December 1977. (ref http://mrv.ozroads.com.au) The Country Roads Board was the government authority for the construction and maintenance of main roads in Victoria between 1913 and 1983. It was succeeded by the Road Construction authority on 1 July 1983 and later merged with the Road Traffic Authority on July 1 1989 to form the Roads Corporation. James Cameron, an Orbost farming pioneer and Member of the Legislative Assembly, fathered the Country Roads Board. The opening of this Snowy River Bridge was an important development in the accessibility to the township of Orbost.Three coloured Country Roads pamphlets for the 'Princes Freeway - Orbost Section". On the front is a coloured photograph of the new construction over the Snowy River at Orbost. Inside is a program for a ceremony for the opening of the new Snowy River Bridge. These four certificates belonged to William Hunter. William Hunter (1893-1971) was a resident of Tatura and Mallacoota. He was a soldier, surveyor and amateur naturalist. The certificates include two first prizes for surveying, a technical scholarship for full day courses and a certificate for Applied Mechanics. William received his Surveying Certificate in April 1916. In June 1887, the Working Men's College opened after Francis Ormond, a noted Victorian philanthropist and member of parliament, suggested that a technical institute be built in Melbourne, offering further education for working men and women. He had offered to match the sum raised through public subscription if the government could provide a site for the College. William Hunter made valuable contributions to our knowledge of far East Gippsland plants. His records were meticulous. Sir Henry Bolte, premier of Victoria, renamed Cape Everard at Point Hicks during the Centenary of Cook's Landings on April 20, 1970. There is no land feature at Cook's coordinates of 38°0'S and 148°53'E, a point which lies several miles out to sea and under 50 fathoms of water. Captain Cook invented Point Hicks so that he could conceal Bass Strait and the insularity of Tasmania. The Admiralty had issued its usual instructions to hide strategically important discoveries that could become security risks. Captain Hicks was James Cook`s senior lieutenant. There has been some dispute as to whether Zachary Hicks actually saw Point Hicks or whether he saw Ram Head about 20 kilometres further up the coast. Although Cook named the promontory Point Hicks it was changed to Cape Everard in 1843.. In 1970 the Victorian government changed the name Cape Everard to 'Point Hicks'. It lies on dry land, about 22 nautical miles (41 km) northeast of Cook's phantom Point Hicks, where it preserves the story of Cook's first landfall in Australia. Taken some time between 1914-18 in France, the photograph depicts extensive wreckage of a railway train. There are collapsed buildings, debris, and helmets scattered all across the landscape. There is one unidentified soldier standing in the middle of the photograph. With research that is currently available, it can be inferred that the wreckage depicted in this photograph is from the tragic Saint-Michel-de-Maurienne derailment which occurred on December 12, 1917. The railway accident involved a troop train carrying almost 1,000 French soldiers on their way home for leave from the Italian Front in World War I. As the train descended into the Maurienne Valley, a sudden, uncontrollable acceleration caused a catastrophic crash and subsequent fire. 675 people died in the accident.The record is historically significant due to its connection to World War I. This conflict is integral to Australian culture as it was the single greatest loss of life and the greatest repatriation of casualties in the country's history. Australia’s involvement in the First World War began when the Australian government established the Australian Imperial Force (AIF) in August 1914. Immediately, men were recruited to serve the British Empire in the Middle East and on the Western Front. The record has strong research potential. This is due to the ongoing public and scholarly interest in war, history, and especially the ANZAC legend, which is commemorated annually on 25 April, known as ANZAC Day. Additionally, there is only limited information available about the Sant-Michel-de-Maurienne derailment. Taken some time between 1914-18, depicted is a large group of unidentified males. Four of them are dressed in Australian military uniforms. The remaining 19 men are dressed in striped uniforms. The male in the centre of the front row is cradling a football, suggesting that the group was part of a football or rugby league team. It is believed that the soldiers in this photograph were part of the Australian Imperial Force. This can be inferred by the chevron rank insignia visible on their uniforms. The placement of this insignia on the sleeve of the right arm suggests that this soldier was either a Warrant Officer or a Non-Commissioned Officer (NCO). Additionally, they are also wearing 'Rising Sun' collar badges on their coats. Australia, unlike most other Commonwealth countries, did not adopt metal regimental badges during the First World War. All units were issued with the Australian Army General Service Badge, better known as the 'Rising Sun’ badge. This insignia is almost always identified with the Australian Imperial Force. Sport has always been entwined with war. Both sport and war demand peak physical fitness, camaraderie, strategy, and allegiance to a team collaboratively working towards a common goal: to win. The connection between sport and war is especially strong in Australia since these two concepts form the basis of our national identity. The Australian War Memorial has a number of World War I recruitment posters linking war and sport in its collection. One of the posters produced in 1915 by the State Parliamentary Recruiting Committee in Victoria attempted to shame young men into enlisting by juxtaposing the image of an Australian soldier standing guard over his deceased mate with a photograph of a Victorian Football League match. Another poster, produced in 1917, features vignettes of different sports including cricket, bowling, boxing, kayaking and golf. Its slogan reads, "Join Together - Train Together - Embark Together - Fight Together: Enlist in the Sportman's 1000".The record is historically significant due to its connection to World War I. This conflict is integral to Australian culture as it was the single greatest loss of life and the greatest repatriation of casualties in the country's history. Australia’s involvement in the First World War began when the Australian government established the Australian Imperial Force (AIF) in August 1914. A dotted line has been drawn across the photograph, marking the section of trenches that belonged to British forces during World War I. It is believed that the line marking on this record denotes a section of the Western Front. The Western Front was the main theatre of war during World War I. Following the outbreak of war in August 1914, the German Army opened the Western Front by invading Luxembourg and Belgium, then gaining military control of important industrial regions in France. The German advance was halted with the Battle of the Marne. Following the Race to the Sea, both the French-British and German armies dug in along a meandering line of fortified trenches, stretching from the North Sea to the Swiss frontier with France. Between 1915 and 1917 there were several offensives along the Western Front. The attacks employed massive artillery bombardments and massed infantry advances. Entrenchments, machine gun emplacements, barbed wire and artillery repeatedly inflicted severe casualties during attacks and counter-attacks and no significant advances were made. It is believed that the photograph on the obverse side of the postcard was taken in 1918. Depicted are ten Australian male soldiers. Their names are transcribed in pencil on the reverse side of the postcard. Each soldier is dressed in a formal military uniform. It is believed that these soldiers were part of The Australian Imperial Force during World War I. This can be inferred by the chevron rank insignia visible on the uniforms of nine of ten men. The placement of this insignia on the sleeves of their right arms suggests that they were either Warrant Officers or Non-Commissioned Officers (NCO). Specifically, the number of chevron stripes - here, nine men have three - are believed to signify a Corporal rank. The men pictured on this postcard are also wearing 'Rising Sun' collar badges on their coats. Australia, unlike most other Commonwealth countries, did not adopt metal regimental badges during the First World War. All units were issued with the Australian Army General Service Badge, better known as the 'Rising Sun’ badge. This insignia is almost always identified with the Australian Imperial Force. Another characteristic of the Australian Imperial Force uniform are the rectangular colour patches worn by all men on this postcard. In March 1915, a new scheme of unit identification was devised to replace the wearing of unit titles. This consisted of cloth colour patches on the upper arms of a soldier’s tunic. The black and white nature of the record means that we cannot establish which battalion these soldiers were part of. However, one of the handwritten signatures on the reverse side of the postcard reads "W.A. Griggs". This was the signature of Sergeant William Archibald Griggs. Further research shows that Griggs was part of the 5th Australian Division Signals Company. Therefore, it is believed these soldiers were part of the ANZAC Signal Companies. The main role of the Signal Companies during World War I was the laying and maintenance of telephone cables and switchboards, used to connect various units in their area. Furthermore, the man standing in the back row, third from the left side, has an Overseas Service chevron patch on his coat. In January 1918, the Australian Imperial Force approved the wearing of the overseas service chevrons which had been adopted by the British Army. These were embroidered or woven inverted chevrons worn above the cuff on the right arm. Due to a shortage of supply, some men had chevrons privately made. For each year of war service, a blue chevron was awarded, and those men who had embarked in 1914 received a red chevron to indicate that year’s service; however, the black and white nature of the postcard makes it difficult to determine what colours are on this man's patch.The record is historically significant due to its connection to World War I. This conflict is integral to Australian culture as it was the single greatest loss of life and the greatest repatriation of casualties in the country's history. Australia’s involvement in the First World War began when the Australian government established the Australian Imperial Force (AIF) in August 1914. Immediately, men were recruited to serve the British Empire in the Middle East and on the Western Front. The first significant Australian action of the war was the Australian Naval and Military Expeditionary Force’s (ANMEF) landing on Rabaul on 11 September 1914. The ANMEF took possession of German New Guinea at Toma on 17 September 1914 and of the neighbouring islands of the Bismarck Archipelago in October 1914. On 25 April 1915, members of the AIF landed on Gallipoli in Turkey with troops from New Zealand, Britain, and France. This specific event holds very strong significance within Australian history. The record has strong research potential. The first significant Australian action of the war was the Australian Naval and Military Expeditionary Force’s (ANMEF) landing on Rabaul on 11 September 1914. The ANMEF took possession of German New Guinea at Toma on 17 September 1914 and of the neighbouring islands of the Bismarck Archipelago in October 1914. On 25 April 1915, members of the AIF landed on Gallipoli in Turkey with troops from New Zealand, Britain, and France. This specific event holds very strong significance within Australian history.
