Originally, traffic lights were the responsibility of the local Council to install, operate and maintain.
A Committee of Inquiry was set up by the State Government into energy conservation, and this forum was used to debate the question of traffic signal control. The Chairman of this Committee opening remarks stated that the Committee considers that there should be only one authority for Metropolitan Melbourne to control traffic signal operations.
This led to objections from many local Councils. This letter from the City of Melbourne was an attempted to get these Councils to band together to fight the proposal.
Ultimately the Country Road Board (Now Vicroads) took control of the installation, operation and maintenance of the traffic lights.
