Arthur Walstab (1844-1899) was a member of the Brighton Council representing the South Ward from 1877 until his death. He served for one year as Mayor of the Borough of Brighton in 1883 and then as Mayor of the Town of Brighton in 1890, 1891 and 1894. He represented Brighton on the Metropolitan Board of Works for five years. Thomas Wilson (1838-1923) was a local councillor in Brighton (in its three phases as Borough, Town and City) representing the central ward over a 57-year period, firstly in 1866-79 and again in 1894-1923. He was elected as mayor seven times, as Borough of Brighton in 1869, Town of Brighton in 1895-96, 1905 and 1912-13, and was the second Mayor of the City of Brighton in 1919. He was also a land speculator and both Wilson and his father William Wilson owned considerable land in the area. William Wilson sold land on the corner of Wilson and Carpenter Streets to the Council for its Town Hall. When Brighton was first incorporated as a borough in 1859, the first seal and coat of arms of the municipality depicted a market gardener. Spade in one hand and fruit in the other, the gardener is surrounded by a cornucopia of produce, a ploughman toiling the field behind him, and a mill in the distance. It is underscored by the motto ‘By their fruits ye shall know them’.Oil paint on metal on shaped wood shield, depicting a figure of a standing male pioneer holding a spade in one hand and fruit in the other. A fruit tree directly behind him, two pineapples to the right and a cornucopia bearing fruit to the left. Behind the pioneer are depictions of the sea with a ship, a farmer with a horse ploughing a field, a steam train, and a windmill. A black banner at the top of the shield has inscription BRIGHTON which sits above the Royal Coat of Arms. A red banner at the bottom has Brighton's motto 'FRUCTU NOSCITUR' which translates to ‘By their fruits ye shall know them’. This dress belonged to Ethel Nina Blundell (1876-1949), having been first made for her mother Jane Blundell (nee Burkitt, 1845-1878). Born in Dublin, Jane married James John Blundell Jr at the Black Street Congregational Church in Brighton on 16 March 1874. The Blundells were a socially prominent Brighton family who played an important role in the development of the area. James' father, publisher and bookseller James John Blundell Sr, served as a Brighton Borough Councillor between 1862 and 1867 when the local government was still in its formative years, including holding the position of Mayor in 1864. He was involved in the foundation of the Brighton Volunteer Rifle Corps and was also a strong supporter of the Brighton Ladies Benevolent Society. The Blundell family were active members of the Brighton Congregational Church and supported the construction of the Black Street church, where James Jr served as a deacon for sixty years, in addition to his work in the Crown Land and Survey Department. The dress is believed to have been made for Jane in 1875 or 1876 during her early pregnancy, likely by a local dressmaker. Jane died in 1878 when Ethel was very young, and Ethel was then raised by her father and paternal grandmother. As she never married, Ethel remained living in the family home of 'Eumana', 164 Church Street, and as an adult she assumed the role of hostess whenever she or her father had guests. On these occasions, she reportedly wore her mother's dress. The family home was sold on James Jr’s death in 1924 and Ethel was living at 52 Black Street Brighton when she died in 1949. In the 1930s, Ethel gifted the dress to a close family friend, Dr Jean Kelly. She told Jean that the garment held precious memories, perhaps due to the connection it provided to the mother she had never known. Jean donated the dress to the Merimbula Old School Museum in NSW in 1987, where it was on display for many years. The Museum donated the dress to Brighton Historical Society in 2023.This is a good example of a late nineteenth century day dress, made from two different patterns of russet brown silk brocade and featuring a lobster tail style bustle. The lack of boning combined with waist and hip measurements indicates it may have been made as a maternity dress. It is lined with beige leaf pattern cotton fabric. The princess line fitted bodice of herringbone pattern brocade has a high round neck with small 'mandarin' style collar and buttons down the front to below the waist where it forms an overskirt which is bordered with a band of coffee bean patterned brocade. The overskirt drops down to hem length at the back but from the centre front it is draped up to the back to a point below the waist level. Here it is sewn to the edge of the lobster tail style bustle which is also bordered by the coffee bean fabric. There is a concealed pocket with the opening under the right edge of the bustle. The buttons on the front of the dress have a decorative circlet of small blue flowers around a russet silk covered dome. The long sleeves are set in and slightly full with a contrasting three pleat band of coffee bean fabric with an ornamental turn back from the pleats sewn just above the wrist. The skirt section of the dress is in four 20 cm bands of alternate fabric patterns with the top and third band of coffee bean pattern slightly gathered and the second and fourth bands of herringbone forming pleated ruffles.1870s, ethel nina blundell, jane blundell, jane burkitt, eumana

The City of Moorabbin existed from 1934 until 1994. Henry Dendy's Special Survey in 1841 of 5,120 acres in the Parish of Moorabbin , extended from Port Phillip Bay , then East to Boundary Road, South to South Road and North to North Road and became known as Brighton. 1859 Brighton became a Borough with its boundary Thomas Street ,and Bluff Road. In 1862 The Moorabbin Roads Board was formed and the extended area now included Cheltenham, Hampton, Sandringham, Black Rock, Beaumaris, Mentone and Mordialloc .and Little Brighton became known as Bentleigh. In 1871 the area became known as The Shire of Moorabbin. Gradually the area was separated into The Borough of Sandringham 1917, ( Black Rock, Beaumaris , Sandringham and Hampton ) Borough of Mentone and Mordialloc 1920, ( Parkdale ). In 1934 The City of Moorabbin was established for the area from South East corner of Thomas Street and North Road , East to Warrigal Road, Clayton Road, Kingston Road , Lower Dandenong Road, then South along Nepean Highway to Balcombe Road and along Bluff Road, Cummins Road, Nepean Highway, Thomas Street to North Road In the 1994 Amalgamation of Councils the City of Moorabbin was divided between the new City of Kingston in the South ( from South Road) and the new City of Glen Eira to the North . A Map drawn in 1852 that shows the 5,120 acres that formed Dendy's Special Survey of 1841. In 1840 Henry Dendy, a farmer in Surrey, England acquired a "Special Survey" from the Commissioners for Land and Emigration which gave Dendy the right to choose land in Port Phillip for the "bargain basement" price of only £1 per acre for 5120 acres, (an area of 8 square miles). The Special Survey also included the right to "the shipment of a worker for every £20 spent on land, whose free passage was paid by the Crown, equalling a total of 100 workers ". Accordingly Dendy sold his English holdings and paid the required £5120 and arrived in Melbourne in February 1841. However by this time land in the new colony was selling for £5 - £40 per acre. Because Henry Dendy possessed the order from the Colonial Office in London he was able to successfully oppose Governor LaTrobe's attempts to alter the price of the land. Dendy appointed Jonathan Were, (an entrepreneur, who had arrived in 1839), as his Manager and who later became a partner. Together, Dendy and Were decided on an area 5 miles south from Melbourne, bounded by North Road, East Boundary Road, South Road and to the west by Port Phillip Bay. Were and Dendy pitched their tents in the area now known as ' Park St, Brighton' and sank a well near the corner of 'St Andrew's St and Wells St'. By 1845 J.B Were and Company had bought almost half of Dendy's land and Were built himself "Moorabbin House" in Were St Brighton made from stone, quarried from local cliffs. It was still standing in 1924. Legend records Moorabbin is named after the Aboriginal word for ' Mother's Milk ' The soil is very fertile and well supplied with water especially in the area called 'East Brighton' - now known as Bentleigh and East Bentleigh - By 1850 the area had developed with numerous market gardens, dairy farms, fruit gardens and vineyards supplying food for the growing population of Melbourne.This Map shows the birth of the Brighton and Moorabbin area. On 18th January1859 Brighton was proclaimed a Municipality and a Borough by October 1863. Meanwhile, following a Petition, the area of East and South Brighton, incorporating Mordialloc, Cheltenham, Mentone, Sandringham and Oakleigh separated from Brighton to form the Moorabbin District Roads Board becoming the first Local Government Authority. Col. William Mair was elected as the first Chairman of the Moorabbin Roads Board. Moorabbin Shire 1871 developed further and was declared a City in1934. This photograph records the Councillors and officers on the day that the Town of Sandringham became a City, and the first meeting of the City of Sandringham Council was held. Sandringham was originally part of the Shire of Moorabbin. On 28 February 1917, Sandringham was severed from Moorabbin and incorporated as the Borough of Sandringham. This chain was part of the official regalia worn by the Mayor of the City of Brighton before the amalgamation into Bayside City Council in 1994. The chain was seen as an outward sign of power, authority, and responsibility and was a formal, full-dress type of regalia that was worn by the mayor over their robes at ceremonial functions. The large central drop medallion featured the design of the council seal and the links of the chains detail the name and date of each appointed Mayor. This council seal features the Brighton coastline with a pier extending to the water, a sail boat in the distance and a train on the right of the pier. It was displayed by Council on its flag and letterhead and in municipal buildings and can still be seen on the portico of Brighton Town Hall. The seal was used from 1919, when Brighton was declared a city, until 1970, when an official crest was issued by the British College of Heraldry. Brighton was first incorporated as a borough on 18 January 1859, it became a town on 18 March 1887 and was proclaimed a city on 12 March 1919.9 carat yellow gold and enamel mayoral chain for the City of Brighton. Consists of 61 small oval links, with a scroll listing significant dates in Brighton's history as a centrepiece and a large 'drop' medallion of the City of Brighton seal below. Each oval link has a central plaque inscribed with a mayor's name and dates of their office surrounded by a thin coiled edge and a thick decorative border. The earliest Mayor is W.P. Francis 1918-19 and the latest is K.D. Oliver 1994-95. The links are joined by cable chain and form a long circular chain with two crosspieces of additional links at the back, the upper crosspiece contains four links, while the lower piece contains three links. The chain has a large oval medallion/pendant of the City of Brighton seal which is surrounded by a thin coiled gold edge, a border containing raised lettering 'CITY OF BRIGHTON' above and a Coat of Arms below. This is also surrounded by a coiled edge. The oval piece is then wrapped around with a thick laurel wreath with small berries. The central part of the medallion contains a coloured enamel image of the Brighton coastline with sand in the foreground, a pier extending out into the water, a sailboat in the distance and a train on the right of the pier. This work was presented to The Mayor and Mayoress, Cr. and Mrs R.G. Ward, by the citizens of Brighton to commemorate the Brighton Centenary in 1959. Brighton was first incorporated as a borough on 18 January 1859, it became a town on 18 March 1887 and was proclaimed a city on 12 March 1919. The new Brighton Municipal Offices were designed by Kevin Knight of Oakley and Parkes with the engineers John Connell and Associates and were erected by Prentice Builders Pty Ltd. The foundation stone was laid on 13 February 1959 and the building was opened on 21 July 1961. The coat of arms on this flag were granted by the British College of Arms in 1970 and represented Brighton City Council's "growing awareness of the importance of formality and correct symbolism in local government". It replaced the council's crest of a pier and yachting scene and was used as council's seal, emblem on its flag and letterhead. The new Coat of Arms, drawn up by the College of Arms in England, depicts the progression from a seaside gardening community to a modern residential city. The prominent forms are on the shield-like coat of arms include waves and a Lymphad (a ship, symbolic of the sea); a market gardener; an aboriginal man; two horns of plenty with abundant fruit and vegetables (the wealth and plenty) and Elster Creek (now Elster Canal). It is underscored by the motto "By their fruits, ye shall know them". Sandringham was originally part of the Shire of Moorabbin. On 28 February 1917, Sandringham was severed from Moorabbin and incorporated as the Borough of Sandringham. It was proclaimed a Town on 9 April 1919 and a City on 21 March 1923.
