Prior to 1939 access to the Island was by punt from San Remo or car ferry from Stony Point. A bridge was opened in 1940 but increased traffic and low load capacity was a problem. Breakwater navigation lights are placed at the end of the breakwaters to warn incoming vessels of the end of the structure, as a marine safety measure. The subject item was such a light believed to have been placed at the end of Warrnambool's breakwater around 1915 when it was extended. The light had remained in place for many years until it was probably removed when the structure was undergoing rock armouring repairs to the end of the breakwater in 1975. The light had been placed in a council storage shed probably from the time when the structure was undergoing these repairs in 1975. In 2014 the light was removed from the storage shed and donated to Flagstaff Hill museum. History: Warrnambool breakwater plans were drawn up by 1874 and approval was given for preliminary construction work to start but when the money ran out, the works stopped. With a number of quick changes of government the “Warrnambool” breakwater project was kicked from one Victorian state government to another. Then finally in 1879, the eminent British harbour engineer Sir John Coode was asked to design a breakwater. His first design was for a 1800 feet long structure but that was scaled back to 900 feet and construction finally began in 1884. This structure was attributed in causing major siltation of Lady bay, as a consequence the breakwater was again extended in 1915. In 1975, the rock armouring at the end of the breakwater was added but by 1979 another impact study was calling for the breakwater to be removed altogether. The Heritage Council Victoria, regard the Warrnambool breakwater is of historical significance to the state as one of the most important maritime engineering projects that was undertaken in Victoria during the late nineteenth century. The light is also as part of this structure regarded as a significant item of historical interest.Marker light or navigation light. This map shows the plans by eminent harbour engineer, Sir John Coode in 1879. Construction of the breakwater commenced in 1884 and was completed in 1890. Coode first visited Australia in 1872 when he commenced work with the Melbourne Harbour Trust to report on ways to improve Melbourne Port. He is considered one of the most eminent harbour engineers of the 19th century. His original plans for Warrnambool were revised because of cost but then subsequently found to be inadequate and later extended. This was not successful either and the harbour continues to have silting problems to this day. The Warrnambool Breakwater is of historical importance to Victoria and as this map depicts the original plans, it too has great historical significance. It is also significant with its association with Sir John Coode, who was one of the most important port engineers of the 19th century. He worked to improve ports along the Victorian coast including Portland, Geelong, Port Fairy and Lakes Entrance. While this map demonstrates the engineering skills of the era, it also reflects the limitations when natural elements are involved. Its Historical importance also lies in the depiction of items on the map which relate to Warrnambool’s early history. The port facilities in Warrnambool Bay were in constant use from the first years of Warrnambool’s settlement but there were also difficulties for the shipping trade – a small and unsafe anchorage, the lack of loading facilities and little natural protection from the southerly gales. From the 1870s on there was local agitation for some sort of Breakwater to be built and an Andrew Kerr design was approved by the Warrnambool Council but no funds were made available from the Victorian Government. Throughout the 1870s the building of a Breakwater was a major political issue in the district with preliminary work being funded and started in 1874. In 1879 the Government agreed to a further inspection of the area and an official report. Sir John Coode (1816-1892) was commissioned to make this report. He had come to Australia in 1872 to advise on harbour construction. Coode recommended a 1800 feet long Breakwater and wharf connected to the shore and it was this proposal that the plan described herein and drawn up in 1879 was to accompany. The original plan was eventually modified because of the cost and a Breakwater was completed in 1890 under the direction of the engineer, Arthur Dudley Dobson, with extensions early in the 20th century. This plan is of great interest as it shows in simple graphic form the original plans proposed by Sir John Coode for the Warrnambool Breakwater. It is therefore of great historical importance. The Breakwater was not the maritime success that it was hoped it would be but it is today a significant feature of our foreshore. This is a Plan drawn up in 1879 by Victorian Harbours to accompany Sir John Coode’s Report on the proposed Warrnambool Breakwater. The chart detail is hand-drawn and hand-tinted on canvas with the names of places, geographical and marine features and local points of interest added in print. The edges of the chart are rubbed and the chart is somewhat faded and dirty but the main colours of red, green and brown are still clearly discernible. The title of the plan is printed in an oval inset at the top of the chart. The Anglican Church of the Holy Cross was situated in Maddison St., Mt Beauty. It was dedicated on Saturday 18th December 1965. The Rector was The Reverend Colin G. Burgess Th.L.Mt Beauty was created by the State Electricity Commission of Victoria during the construction of the Kiewa Hydro Electric Scheme. During the late 1960's the town was handed over to the Bright Shire and its building sold. A plaque was unveiled in the porch to commemorate the Dedication of the Church by Mr H. By June, 1941 the buttresses were finished to a height safe from floods and in October of that year a flood of 2,800 cusecs occurred but with only slight damage to the installations. Industrial trouble caused some delays but there was also slow progress on the part of the contractor and the work was taken over by the S.E.C., terminating the contract. The dam was completed in March, 1944. A walkway was made through the dam wall. Lake Guy was named after Mr. L.T. Mt Beauty Camp- The new State Electricity Commission construction camp at the head of the Kiewa Valley was for workmen on the second power station in the project expected to be the most modern and best equipped in Australia… In contrast to the early Kiewa days of horses and canvas tents, the new camp, with its modern amenities, compared favourably with any country town. Administration of the Kiewa Scheme was moved from Tawonga to Mount Beauty in 1946. The first house in Mount Beauty, in Hollonds Street, was occupied by the co-op store manager from November 1946. The new Mess Hall at Mt Beauty was opened with much ceremony in early November 1946. The houses up to Nelse street were erected from 1946 onward and then the township was extended beyond Nelse Street in 1950. The workmen's camp was enlarged in 1950 to the extent of providing accommodation for a total of 1,200. The Kiewa Hydroelectric Scheme is the largest hydro-electric scheme in Victoria and the second largest in mainland Australia after the Snowy Mountains Scheme. The scheme is situated in the Australian Alps in north-eastern Victoria about 350 km from Melbourne and is wholly owned by AGL Energy. The scheme was originally constructed between 1938 and 1961 by the State Electricity Commission of Victoria although it was privatised in the 1990s. The scheme was originally developed solely for electricity generation, unlike the Snowy Mountains Scheme, which was also intended to direct water west of the Snowy Mountains for purposes of irrigation. From 1937 to 1944 the construction of dams at Pretty Valley, Rocky Valley and the Junction Dam were undertaken requiring large numbers of planning and support staff to see the projects successfully completed. Planning and support staff were the backbone of the successful completion of the Kiewa Valley Hydro Electric Scheme and contributed significantly to the development of the Kiewa Valley area. In 1940 Field Headquarters for the Kiewa Scheme were established at Bogong with office, workshop facilities and accommodation for workmen, staff and some families constructed. (There had been a 'tent camp' on this site in 1939 but was destroyed by bushfires) Construction of accommodation continued until 1947. Lake Guy was named after Mr. L.T. Guy Mr L.T. Guy was placed in charge of Hydro investigations in 1923 and became the resident engineer for the Kiewa Valley Hydro Scheme in 1938. He was the Resident Engineer in charge of construction work and associated activities on the Kiewa area. He held this position from 1939 to November 1946 when he was transferred to Head Office. Strict environmental control has not allowed for any extensive redevelopment in tourist accommodation and basically restricted it to the accommodation initially built for the construction workers. Photo No. 1 - Junction Dam wall was commenced in February, 1940 and completed in March 1944. Type - reinforced concrete slab and buttress. Height 25.9m, and crest length 121.9m. Lewis Construction company had the original contract, but was replaced by the State Electricity Commission in 1942. Photo No. 2 - Bogong Village was the first village built to house workers and their families working on the Hydro electric scheme. Construction commenced 1940. The single men's quarters are slightly right of centre on the foreshore. The Kiewa Hydro Electric Scheme was constructed by the State Electricity Commission of Victoria. Draftsmen drew up the plan of the layout as per the instructions from the engineers. The plan was drawn up on a transparency sheet and paper prints run off on a 'dyeline' copier. The 'Chief draftsman' and 'Design engineer' and 'Civil engineers recommended it and approved it. Historic: This plan gives a time line for the work on the Kiewa Hydro Electric Scheme. Although the Kiewa Hydro-Electric Scheme was first proposed in 1911, construction did not commence until 1938. As part of the push to cut electricity costs and diversify supply, the Victorian Government (circa 1930) initiated the conversion from primarily brown coal supply to hydro – electricity. Field investigations during the 1940’s resulted in a new proposal for a scheme that had more than double the capacity of the 1938 scheme. The Kiewa Hydroelectric Scheme became the largest scheme of its kind in the State Of Victoria and the second largest scheme in Australia. The number of personnel involved in the planning and construction of the scheme increased dramatically. During the late 1940’s, most activity centered around the construction of the West Kiewa Power Station, Rocky Valley Reservoir, McKay Creek Power Station and the Bogong Creek Aqueduct.A common thread across all the larger hydro scheme constructions was the need for workers, both qualified and unqualified who came from around the world seeking a new life for themselves and their families. New accommodation and facilities were required for the army of workers engaged in construction in often remote and wild areas. The SEC had a high demand for timber, and set up the first of a number of sawmills at Bogong Creek in 1939 and set up the first hardwood logging in the headwaters of the Kiewa River. These new ‘towns’ such as Mt Beauty and Bogong, survived, serving the needs of operational personnel and their families, and expanding with growth of new industries. Mount Beauty, and to a lesser extent Bogong, are among these places. Due to the influx of European workers into the Township the beautification of the immediate surrounds (gardens etc.) had a distinct European flavour. This environment has been very beneficial for tourism in later years. At the completion of the scheme, in the 1960's, the village was opened to public/tourism use. Strict environmental control has not allowed for any extensive redevelopment in tourist accommodation and basically restricted it to the accommodation initially built for the construction workers. Activities such a bike riding, snow skiing, restricted horse riding and bush walking on the Alpine plains and mountains are now a viable part of the Kiewa Valley Tourist Industry.
