The Cramer Street, Sunshine North brothel (the licensed premises on the industrial estate of Cramer Street, near McIntyre Road) appears in council and licensing records from the mid‑1990s, with formal Victorian licensing occurring after the Sex Work Act 1994 came into force.
Because brothel licensing in Victoria only became legal and regulated from 1994 onward, these photographs of 1991, the brothel must therefore must have been operating as an unlicensed brothel.
Significance
Brothels become contentious when they are proposed or established because they sit at the intersection of planning, morality, neighbourhood identity, and public safety.
